Rogers Main Street Master Plan
Rogers, Minnesota, a suburb of Minneapolis, has experienced rapid growth over the past 20 years, nearly tripling in size in that span. As the city changes, there has been a renewed effort to plan for the future of the historic Main Street neighborhood and integrate new development on the surrounding vacant parcels and brownfield sites.
Cardo was hired in the summer of 2025 to lead the Rogers Main Street Master Plan to create a viable, vibrant, and pedestrian-friendly Main Street for the heart of Rogers. The Plan studied new housing options, added commercial space for local businesses and entrepreneurs, and integrated a new city government campus. With targeted redevelopment efforts and public-private partnerships, the area will maintain its charm while providing a clear path forward for the next 25 years.
The Master Plan was not only a reflection of the community's aspirations, but also technically and economically grounded in the constraints of the area and market. Cardo collaborated with ISG to study stormwater management and traffic patterns for the proposed Main Street Master Plan. Cardo created two alternatives for the neighborhood that were informed by the visions of residents, business owners, and elected officials. Using the feedback from key stakeholders and the community, Cardo created a single, holistic Master Plan for the area. The Master Plan was unanimously adopted by the Rogers City Council.
